The Bicol Regions shall be a primary visitor destination with its well-preserved heritage, environment and unspoiled beaches and aquatic resources with first-class accommodation, telecommunication and a well-maintained infrastructure system, under a private sector-led but government-supported tourism sector with a local population that mirrors Filipino hospitality and benefits from the exploration of its tourism resources.
