In 1955, Dumaguete became the seat of a brand new diocese that made the town's quietly-repaired church a cathedral. It was also blessed to have as its first bishop, the Most Reverend Epifanio B. Surban, DD, a conscientious leader who was ever mindful of his responsibilities as a shepherd. He promptly went to work in setting up various services to answer the needs of his flock, the large Catholic community throughout the diocese that then covered some parts of Negros Occidental, Negros Oriental and the entire island of Siquijor.
