Question for Avon Philippines - Davao Branch

I bought 6 packs of Anew Day and Night Cream last Feb 2018. As per your Feb 16-28 brochure page 49, the buyer receives a set of travel organizers with "every P749 Anew purchase". Until now I have not received the freebies. According to the dealer/supplier the goods have not arrived yet??? - 6 weeks after the promo period??? There has to be better explanation. Avon is an international company and it does not have the logistics to preposition/distribute the goods??? This is against RA 7394 or the Consumer Act of the Philippines - section on Deceptive Advertisement. Unless you can provide a better explanation, I will bring this matter to the attention of the Department of Trade and industry.
