Question for Philippine National Bank - Candon City, Ilocos Sur

Hi my mother have an account there. You guys send a new ATM. My mother is with me now in Canada. My mom want to authorize my brother to do any transaction in behalf of her. What she can do? Please reply asap. ( Do we need to make a letter to authorize my brother???
