Which government department should I look for? I want to complain it. After agency fee paid, they did not answer my call and never returned my text message.

Go to Department of Labor (DOLE) and write you complaint letter against ETE and DOLE will write them notice about your complaint. After I write my complaint letter to DOLE and ETE gave my refund.
